| The 2002 plan called for a complete rebuilding of the intersection, raising the level
by 4" (standard traffic table and hump height). This is not so simple because of
drainage problems: there are not drop-inlets (drains) at each of the corners to take care of rainwater.

| We spent a Saturday morning with cones and chalklines at the intersection, observing the
traffic behavior. We moved the cones around from time to time. Carrie directed traffic. There was
a fair bit of confusion among left-turning drivers about how to deal with the circle. Many tried to pass
in front, instead of going around.

| The fire department came out with their biggest truck to see if they could negotiate the
circle. They could not. Many cones were knocked over.
